It also comes with one expensive surprise most buyers learn after closing — the property-tax reset. Here is the whole picture.

Who counts as a first-time buyer?

Housing New Mexico uses the standard federal definition: no ownership and occupancy of a primary residence in the past three years. Owned a house five years ago? You qualify. Own a rental you never lived in? You can still qualify. This matters because the richest assistance — FirstHome, FirstDown, FirstDown Plus, HomeNow — is reserved for first-time buyers, while HomeForward serves everyone else.

Down payment help: two families of programs

New Mexico down payment help comes from two directions. National DPA we originate directly: Chenoa Fund (FHA-paired), Arrive Home (including an ITIN path), and Essex/NHF (FHA, VA, USDA, conventional pairing). State MFA programs — FirstDown (up to 4%, repayable), FirstDown Plus ($10,000 at 0%, limited funds), and HomeNow ($7,000 forgivable, subject to available program funding) — combine up to $35,000, but they close only through MFA-approved lenders, and Cornerstone First Mortgage is not one. The property-tax surprise nobody warns you about

New Mexico law (NMSA 7-36-21.2) caps how fast a home's taxable value can rise: no more than 3% a year while the same owner holds it. The cap resets when the home sells. The county assessor revalues a sold home at current market value — roughly the purchase price — so a house the seller was taxed on at $180,000 of value can be taxed to you on $340,000. Locals call it "tax lightning."

What to do about it: budget property taxes from your purchase price (roughly 1% of market value a year in the Albuquerque area, varying by district), not from the seller's current bill or a listing site's estimate. New Mexico homes are taxed on one-third of assessed value, and owner-occupants can claim the $2,000 head-of-family exemption with the county assessor; Veterans get an additional exemption starting at $10,000, adjusted annually for inflation.

The homebuyer education requirement

Housing New Mexico programs require pre-purchase counseling through eHome America or a HUD-approved agency before closing. It costs little, runs a few hours online, and lenders cannot waive it. If you skip the state programs, no class is required — but for most first-time buyers the assistance is worth the evening of coursework.
